If you mean splash guards, then yes those a different parts (and relatively expensive for what they are). If you go with a TT fascia be sure to get a TT splash guard, they're slightly different. It sounds like if the lower lip is the only damaged part, you will definitely be able to reuse hardware from your old fascia. The only hardware I remember is two brackets on either side, a square metal tube that keeps the front rigid, and a metal brace at the top center that has the two extending metal pieces with 2 holes each for bolting to the body under the center panel of the car. None of these would be affected by a detached lip.
